Senior Counsel

Rob’s practice emphasizes white-collar criminal matters, enforcement investigations, internal corporate investigations, and tailored compliance counseling. He has particular experience in foreign bribery statutes (the Foreign Corrupt Practices Act and U.K. Bribery Act), in addition to areas including financial services fraud, securities fraud, commodities fraud, procurement fraud, and US and global sanctions regimes. Rob represents senior corporate officers and individuals in both criminal and enforcement investigations in the financial services, securities, energy, software, and defense industries and works regularly with corporate clients on enhancements and additions to compliance policies and procedures which reflect the changing global landscape. Rob also assists companies in conducting discrete internal reviews across industries and arising from different compliance and legal issues.

Rob returned to private practice in 2012 after 20 years of service in the Fraud Section of the Criminal Division of the Department of Justice, where he led several significant prosecutions, investigations, and initiatives. Between 1996 and 1999, Rob was a lead prosecutor of the Montana Freemen, resulting in his receipt of the Attorney General’s Award for Exceptional Service. At the DOJ, Rob served as the Criminal Division liaison to the Commodity Futures Trading Commission and had coordination responsibilities with the Federal Energy Regulatory Commission.

Rob was a shareholder and founding member of the White-Collar Defense, Investigations, and Compliance Counseling practice at McGonigle, P.C., before it combined with Davis Wright Tremaine.

Rob’s principal goal is to manage his client’s needs, where possible, out of the spotlight and the public sphere, and when necessary, through vigorous and proactive engagement and litigation with government authorities.
